MorphoTrust Completes Transition of TWIC to Universal Enrollment Services

Adds Convenience and Security to TSA Security Threat Assessments for Transportation Workers October 03, 2013, Nashville, TN

MorphoTrust USA, a Morpho company (Safran) and leading U.S. provider of identity solutions and services, announced today that it has achieved Final Operational Capability (FOC) for transition of the Transportation Security Administration's (TSA) Transportation Worker Identification Credential (TWIC) enrollment operations to TSA's new Universal Enrollment Services (UES). MorphoTrust has transitioned 147 centers and is processing enrollments and registrations for the program, which involves the capture of biometric data (facial pictures and fingerprints) as well as biographic data to ensure that individuals seeking access to critical segments of the nation's transportation system do not pose a threat to national security.

TSA selected MorphoTrust as prime contractor for UES in 2012. The transition of the TWIC program to UES started this April with MorphoTrust transitioning approximately 20 enrollment centers per week. The transition included new hardware and software, staff training and improved call center support.

"While our ultimate goal is to provide the most secure solution to support TSA in its efforts to protect our nation, we are also providing a solution that is more accessible and convenient for transportation workers," said MorphoTrust CEO Bob Eckel. "We expect MorphoTrust's support of TWIC will improve transportation workers' experience with this TSA program."

UES will also include the Hazardous Materials Endorsement Threat Assessment Program (HTAP). MorphoTrust recently announced that it had enrolled 1.5 million drivers in the HTAP program and it expects to achieve FOC on HTAP's transition to UES later this year. MorphoTrust provides applicant services via the web, telephone and in person at the enrollment centers, which are located in all 50 states, the District of Columbia and U.S. Territories. At its peak, the UES has been projected to provide enrollment services to approximately 750,000 applicants each year, which includes the surge of TWIC holders whose current TWICs are expiring.

The TSA recently announced that it will implement a process to allow U.S. citizens to apply directly for TSA Pre✓™ expedited screening. As TSA's UES provider, MorphoTrust will provide enrollment services for the TSA Pre✓™ application program, which will allow air travelers to apply at numerous UES enrollment centers nationwide.

MorphoTrust has been working with TSA for over eight years. The company also provides enrollment services and other identification services to other customers in all 50 states through approximately 1,200 local service centers. In addition, MorphoTrust provides a number of solutions for state motor vehicle agencies, including delivering driver license issuance systems for 42 of 50 states, and supplies biometric systems for the Federal Bureau of Investigation, U.S. Department of Defense and U.S. Department of State.
